On May 31, 2011, the Daily Journal reported that legislation, SB 474, has been proposed in California that would prevent building owners and contractors to pass on construction liabilities to subcontractors.

“If you are a subcontractor in a case with 20 other parties and fancy yourself to be a minor player, under this bill you will have zero motivation to get active” in reaching settlement,” said Sandra Stewart, co-chair of the Development Risk Management group at Cox Castle & Nicholson.
