Co-Chair Scott Birkey will be speaking on the Endangered Species Act panel, presenting on "What the New ESA Regulations Mean for Development in California”. Stanley Lamport will be presenting on the panel "Private Property Rights: The View from the Regulated Community". Clark Morrison will be presenting on "The Land Use - Water Connection - The New State Wetlands Permitting Program".
