Alex is a land use attorney who handles zoning matters, environmental compliance, and litigation. He represents real estate developers before planning commissions and city councils, advises on permits and regulations, and works with public agency staff and elected officials.

Alex has litigated land use cases on behalf of developers and property owners, negotiated settlements in environmental matters, and structured complex land use entitlement projects for industrial, commercial, and educational clients.

A Rich Legislative Background

Before becoming an attorney, Alex was director of legislative affairs for a Washington, D.C.-based government affairs firm. In that capacity, he represented local governments and public agencies, advising them on how to advance their legislative goals in Congress. He also helped secure more than $62 million in direct federal applications for local infrastructure and development projects.

  • Defending entitlements for a major mixed-use project in Hollywood

  • Processed entitlements for an 800,000 square foot mixed-used project in west Los Angeles and successfully defended the entitlements in litigation

  • Challenging Caltrans EIR on behalf of a major cemetery operator

  • Obtained approvals for a large charter school in Los Angeles

  • Challenged an anti-development ordinance in the City of Malibu and brought litigation against an anti-development ballot initiative

  • Processed entitlements for an 800-unit residential project near the Port of Los Angeles

  • On behalf of applicant, successfully litigated against the City of Los Angeles to obtain approvals for operation of a restaurant
